Threshold element for IIED requiring conduct that exceeds all bounds of decency tolerated in civilized society. Mere insults, indignities, annoyances insufficient. Conduct must be atrocious, intolerable. Context matters - abuse of position of power, targeting vulnerable plaintiff, or continuous harassment may satisfy standard.
